Further Renovations of Sports and Recreation ... - Management Blog

Dear Members,

I would like to take this blog entry to inform you of some important announcements for further renovations and maintenance around the Sports and Recreation facilities.

The 3/F Swimming Pool will be closed from October 8 to 24.? As well as the installation of the bubble, we will carry out essential maintenance. During this period the G/F Tropical Pool will be open from 7am to 10.30pm daily.

North Shore Tennis Court will be renovated from mid November to mid January and one court will be kept open for Members.

Prior to the closure of the 3/F Swimming Pool as mentioned above I would like to remind you that our Annual Swim Gala will take place on Sunday, October 7 from 1pm to 4pm.

The Bowling Alley renovation is scheduled to be ready towards the latter part of October and we are also looking forward to introducing a new Table Tennis room on the 7/F in the coming weeks.

Please also look out for our new group exercise classes that we will be introducing in the near future such as Fitball and ViPR (Vitality, Performance and Reconditioning).

D-Day for al-Qaida in Somalia? - World News - MSNBC

MOGADISHU, Somalia --?Troops launched an amphibious assault before dawn Friday on the al-Qaida militant group al-Shabab's last stronghold in Somalia.

Other African Union forces were traveling overland to link up with the joint Kenyan-Somali force in the port city of Kismayo.

The commander of the U.N-backed African Union troops, Lt. Gen. Andrew Gutti, said the aim was to "liberate the people of Kismayo to enable them to lead their lives in peace, stability and security."

Col. Cyrus Oguna, the Kenyan military's top spokesman, said the attack met minimal resistance, but al-Shabab denied that the city had fallen and said fighting was taking place.

Oguna told The Associated Press that al-Shabab, which formally merged with al-Qaida in February, had incurred "heavy losses" but that Kenyan forces have not yet had any injuries or deaths.

"We came from the beach side and we're moving towards the main city. Our surveillance aircraft are monitoring every event taking place on the ground," he told Reuters.

"For now, we're not everywhere. We've taken a large part of it without resistance, I don't see anything major happening," he said.

Residents in Kismayo, a city of about 193,000 people, contacted by The Associated Press said that Kenyan troops had taken control of the port, but not the whole city.

"Al-Shabab fighters are on the streets and heading toward the front line in speeding cars. Their radio is still on the air and reporting the war," resident Mohamed Haji told The Associated Press. Haji said that helicopters were hitting targets in the town in southeastern Somalia.

At an international one-day summit Britain's Prime Minister David Cameron said the world would "pay a price" if it fails to help Somalia overcome terrorism, piracy and starvation. ITV's Lee Comley reports.?

Another resident, Ismail Suglow, told Reuters that he could hear shelling from the ships and that the rebels were responding with anti-aircraft guns.

"We saw seven ships early in the morning and now their firing looks like lightning and thunder. Al-Shabab have gone towards the beach. The ships poured many AU troops on the beach," he added.

Expert: War on terror at 'critical' point as al-Qaida looks to regroup in Africa

On Thursday, residents said planes had dropped leaflets on Kismayo warning civilians to evacuate within 24 hours, Reuters reported.?More than 10,000 residents fled Kismayo in the last several weeks.

Resident Faduma Abdulle said Friday that she is now leaving too.

She said al-Shabab made an announcement on its radio station Friday to trick residents into moving toward the invading troops.

"They told residents through their radio to loot a Kenyan ship that washed up on the coast, but instead the residents who rushed there were attacked by helicopters," she said. "Some of them have died but I don't know how many. The situation is tense and many are fleeing. It's a dangerous situation."

A U.S. military spokesman, Lt. Cdr. Dave Hecht, said the U.S. Africa Command, known as AFRICOM, is closely monitoring the situation but that "we are not participating in Kenya's military activities in the region."

Militants: Taking city not 'a piece of cake'
Al-Shabab said it would not give up Kismayu easily.

"Going into Kismayo is not a piece of cake. We are still fighting them on the beach where they landed," Sheik Abdiasis Abu Musab, al-Shabab's spokesman for military operations, told Reuters on Friday. "For us, this is just the beginning, our troops are spread everywhere."

Oguna said the assault is part of a four-prong attack involving Kenyan forces currently in villages outside Kismayo.

The amphibious assault landed between 10:30 p.m. Thursday and 2 a.m. Friday local time (3:30 p.m. and 7:30 p.m. Thursday ET)?, he said. Some of the troops had night-vision goggles, he said.

African Union troops pushed al-Shabab out of Mogadishu in August 2011, ending four years of control of the capital by the fighters.

The Ugandan and Burundian troops that make up the bulk of the African Union force in Mogadishu have slowly been taking control of towns outside of Mogadishu.

The expanding control by AU troops sent al-Shabab fighters fleeing south toward Kismayo, north to other regions of Somalia and across the Gulf of Aden to Yemen, according to American and African Union officials.

Kenya police: Imminent attack by suicide bombers thwarted

Al-Shabab still holds sway across many small, poor villages of southern Somalia. The loss of Kismayo would be significant.

The militants taxed goods coming into its port. Al-Shabab lost its major source of financing last year when it was pushed out of Bakara market in Mogadishu, where it also charged taxes.

The march toward Kismayo by the Kenyan forces has been nearly a year in the making.

Kenyan troops entered Somalia last October after a string of kidnappings inside neighboring Kenya, including of Westerners in and around the beach resort town of Lamu, which is also seeing the construction of a new port and could one day be final point of a new oil pipeline from South Sudan.

Kenyan forces were bogged down by rain and poor roads for months but have making slow and steady progress toward Kismayo in recent weeks.

Aggressive cancer exploits Myc oncogene to amplify global gene activity

ScienceDaily (Sep. 27, 2012) ? For a cancer patient, over-expression of the MYC oncogene is a bad omen. Scientists have long known that in tumor cells, elevated levels of MYC's protein product, c-Myc, are associated with poor clinical outcomes, including increased rates of metastasis, recurrence, and mortality. Yet decades of research producing thousands of scientific papers on the subject have failed to consistently explain precisely how c-Myc exerts its effects across a broad range of cancer types. Until now, that is.

The prevailing theory emerging from this massive body of research has been that in tumor cells, c-Myc affects the expression of specific genes or sets of genes -- that so-called Myc target genes are being selectively activated or repressed, leading to aberrant cellular behavior. Now, however, researchers in the lab of Whitehead Institute Member Richard Young are dispelling this commonly held notion, showing that elevated expression of c-Myc amplifies the activity of all expressed genes in tumor cells of multiple cancer types. It turns out that high levels of c-Myc send a tumor cell's gene expression program into overdrive. Transcription increases dramatically, allowing malignant cells to overwhelm factors that might normally hamper their growth and proliferation. This surprising finding, published in this week's issue of the journal Cell, provides a simple, elegant explanation for how a single protein can have such profound effect in so many and varied types of cancer. The newly revealed mechanism may also help scientists develop novel therapeutic approaches that disrupt c-Myc's activity.

"MYC is a key driver in most major cancers, but it has been notoriously difficult to drug," says Young, who is also a professor of biology at MIT. "Now that we know the mechanism by which c-Myc acts, we can go after the components of that mechanism as potential drug targets. This research creates an even stronger impetus to find a way to drug the thing."

One potential drawback to thwarting c-Myc's activity is the important role it plays in normal cell division. That role is so powerful that cells co-evolved an emergency death pathway to keep c-Myc expression in check. If c-Myc's production spins out of control in an otherwise normal cell, the cell immediately commits suicide through a process called apoptosis. But in cancer cells in which c-Myc is overproduced, this suicide pathway is compromised, allowing the cell to survive and proliferate.

"MYC is the most deregulated gene in cancer," says Charles Lin, a graduate student in the Young lab and co-author of the Cell paper. "It's been called a bad-boy, a Swiss army knife, and a jack-of-all-trades because, according to previous research, it could do everything under the sun in a cancer cell. But most of the different attributes ascribed to MYC are contradictory or seemingly incompatible."

Propelled by its earlier research that identified c-Myc as an important regulator of transcription in embryonic stem cells, the Young lab began to focus on c-Myc's activity within cancer cells. Lab members found that as the expression of c-Myc increases in these cells, the protein attaches to the promoters and enhancers of all active genes, thereby amplifying the active genes' transcription. The heightened transcription produces cells bloated with excessive RNAs and proteins capable of altering normal cellular functions. Researchers observed this phenomenon in cells from a host of cancers, including Burkitt's lymphoma, small cell lung cancer, multiple myeloma, and glioblastoma multiforme.

"The previous research now makes sense -- finally!" says Jakob Lov?n, co-author and postdoctoral researcher in the Young lab. "Our findings provide a way to unify everybody's seemingly conflicting data. I think that's really nice. Instead of saying 'you're all wrong,' we're saying 'you're all right, and here's why.' The model makes a lot of sense in terms of the biology that has been described so far."

With a better understanding of how c-Myc can wreak so much damage, the Young lab is turning its efforts to disrupting c-Myc's activity. Although cancer cells that overproduce c-Myc are associated with poor clinical outcomes, their reliance on c-Myc for survival may represent an Achilles' heel. When these "Myc-addicted" cells are deprived of c-Myc in vitro, even for a short period of time, they quickly die. Research in mice has shown that, Myc-addicted tumors deprived of the protein shrink dramatically. Despite c-Myc's necessary role in normal cell division, particularly in tissues with rapid cell turnover, such as the intestine and blood, these mouse studies have shown that if c-Myc activity is restored after a brief period, normal tissues quickly bounce back, while tumors are unable to regain their footing.

"So what we think now is that potentially, if drugs can tune down the levels of transcription just slightly, this might be catastrophic for the Myc-addicted cancer cells," says Peter Rahl, co-author and postdoctoral researcher in the Young lab. "You wouldn't need to abolish all transcription because that would be toxic to your other cells. So we're hoping that our model will show us ways to create a therapeutic window where the Myc-addicted cells just won't be able to adapt to lower levels of transcripts."

Making things ?transparent? has become popular in recent years. Transparent accounting, transparent processes, transparent government? it?s one of those words that sneaks up on you and then all of a sudden ? it?s everywhere ? modifying all sorts of other words.

Of course, it makes sense that there would be some sort of backlash somewhere. ?And the idea of translucent instead of transparent accounting made me laugh. Sure, you can see it, but you have to squint and it?s a little out of focus.

Talk about oversharing. Appearing on Thursday's episode of The Ellen DeGeneres Show, Jennifer Garner offers a powerful glimpse into hubby Ben Affleck's powers of procreation when DeGeneres asked the actress if she's pregnant and whether she thinks the couple would ever expand their brood beyond the three kids they have.

"No, I definitely ... I plan to be done. But my husband is kind of a wonder sperm kind of guy," says the "Valentine's Day" star.

Considering the twosome met on the set of their 2003 superhero flick, "Daredevil," maybe super spawn isn't out of the question.?

Garner also tells the host about how much she enjoys taking care of their 6-month-old son, Samuel, and Ben playing with their two daughters, 6-year-old Violet and 3-year-old Seraphina.

"You know his girls are so into him," said Garner. "He's all about ..."

"Tea parties," quipped DeGeneres.

"He kind of excels at playing baby doll," the 40-year-old actress said.

AP Source: Pac-12, Big 12 could face best of rest

NEW YORK (AP) ? A tentative plan for the new college football postseason calls for a Pac-12 or Big 12 team to face the best team from a group of five conferences, including the Big East.

A person with direct knowledge of the plan for the four-team playoff in 2014 told The Associated Press that either a Pac-12 or a Big 12 team likely will be the opponent for the top-rated champion from the Big East, Mountain West, Conference USA, Sun Belt and Mid-American Conference.

The person spoke on condition of anonymity Wednesday because the conferences did not want to make the plan public.

The proposal has the Pac-12 sending either its champion or a replacement team to the game in years when the Rose Bowl hosts a national semifinal. In years the Rose Bowl is a traditional Big Ten-Pac-12 matchup, the Big 12 would send one of its top teams to the game.

The deal with the Big 12 and Pac-12 would be similar to the one the Orange Bowl is working on with the Big Ten and the Southeastern Conference. That deal, which has not been completed, would match a team from either of those conferences or Notre Dame against the Atlantic Coast Conference champ or a another ACC team.

The original playoff plan had the national semifinals rotating among six bowl sites, giving the new system two playoff games and four other high-revenue bowl games each season. The top four teams determined by a selection committee, regardless of conference affiliation, will play in the semifinals. The winners meet in a championship game about a week later.

The spots in those other four games would be for other highly ranked teams, but those slots have quickly started filling up as the major conferences began making deals.

The Rose Bowl, as has been tradition, will always match the Pac-12 and Big Ten when it does not host a semifinal. The new marquee bowl being created by the Big 12 and the SEC ? site to be determined ? will be also part of the system, so those two spots are filled. The Orange Bowl's deals took two more spots out of play.

That led to concerns about limited access to the high-revenue games for the other five conferences.

The rebuilding Big East, which currently has automatic-qualifying status to the Bowl Championship Series, has been trying to gain a more secure spot in the new postseason system.

The person with direct knowledge of the plan said new Big East Commissioner Mike Aresco spearheaded the push for the addition of a seventh game to be added to the system, and presented a plan for the highest-rated champion from the other five conferences to be assured a spot in the game.

Sun Belt Commissioner Karl Benson told the AP last week there was enough support for a seventh game among the commissioners to make it happen.

The Big East is being transformed into a 12-team football conference next season that will include Boise State and San Diego State, along with Memphis, Central Florida, SMU and Houston. While the conference has lost its status as one of the BCS power-brokers, it's still well-positioned to be the best of the other conferences and to grab that guaranteed slot if it does not have its best team selected to play in the national semifinals.

In announcing a $493,086 grant related to improving exports among Minnesota businesses, the SBA mentioned that the state?s export-increasing initiatives included ?governor-led missions to Germany, Sweden, Norway, Brazil and Chile.?

When asked about the statement, Minnesota Trade Office executive director Katie Clark said the governor ?has not announced any trade missions for the remainder of 2012 or 2013 at this point.?

?The SBA has incorrect information listed on the webpage, and we?ve asked them to remove this to minimize confusion,? Clark said in an email statement. Dayton?s spokeswoman Katharine Tinucci had nothing to add, and an SBA spokeswoman referred questions back to the Minnesota Trade Office.

Dayton so far has led trade missions to South Korea in 2011 and China in June.

The $493,086 was part of $30 million-worth of State Trade and Export Promotion (STEP) grants that the SBA has awarded to states and territories this year. In last year?s original $29 million round, Minnesota received $454,000.

Congress authorized the spending through the Small Business Jobs Act of 2010.

The fast-growing company has been rapidly exporting its exports to Latin America, and next month will consolidate its three Circle Pines locations into the nearly 115,000 square feet that it is leasing at the Arden Hills Gateway Center at 4300 Round Lake Road W. in Arden Hills.

With the latest round of STEP, Minnesota officials expect to provide assistance to 210 small businesses, with $25 million-worth of exports generated as a result, according to the SBA. STEP will also provide outreach to make another 150 businesses in the state aware of export-related resources available to them.

Many of Minnesota?s largest companies ? from Wayzata-based Cargill to Fridley-based Medtronic to Maplewood-based 3M Co. ? are heavily involved in overseas business. But many small- and medium-sized businesses still aren?t engaged.

Companies in the state exported $10.3 billion in merchandise during the first six months of 2012, up 1.7 percent from the first half of 2011. The rate of growth was much lower than in previous years, with exports dropping year-over-year to six of the state?s 10 largest export markets, according to the International Trade Administration. Top trading partners include Canada, China, Mexico and Japan.

China envoy warns Canada against politicizing Nexen deal

TORONTO (Reuters) - China's ambassador to Canada warned in remarks published on Saturday against allowing domestic politics to drive the Canadian government's decision on whether to approve Chinese state-owned oil company CNOOC Ltd's proposed $15.1 billion takeover of Canadian oil producer Nexen Inc.

"Business is business. It should not be politicized," Ambassador Zhang Junsai said in an interview with Canada's Globe and Mail newspaper. "If we politicize all this, then we can't do business."

The CNOOC deal, if completed, would mark the first outright takeover of a large Canadian energy producer by a Chinese state-owned enterprise.

The ambassador also said negotiating a full free-trade agreement within a decade would be the best way of assuring fair, two-way trade and investment between China and Canada.

"It's time to open up each other's markets," Zhang said. "It's high time to do the exploratory work on the possibility of a free-trade agreement."

The newspaper said it was the first time that a senior Chinese representative called for early, accelerated talks on a free-trade deal.

Concern that China has unfairly limited Canadian companies from investing there is one of the issues affecting the debate on approving CNOOC's bid for the energy producer.

Industry ministry officials are looking closely at the bid to determine whether it is of net benefit to Canada.

Canadian Trade Minister Ed Fast could not be reached immediately for reaction to Zhang's comments, which coincide with Chinese Commerce Minister Chen Deming's visit to Canada next week.

CNOOC, whose offer was endorsed by Nexen shareholders last week, said it did not expect Chen to raise its sensitive takeover bid during talks with the Canadian government.

In the Globe interview, Zhang said a free-trade treaty would go a long way toward expanding trade and investment between the two countries, something that Canadian Prime Minister Stephen Harper sees as a top priority.

Harper wants to ease the dependence of Canada's export-oriented economy on the United States, its main trade partner.

Although Canada is seeking substantial foreign investment in its oil and gas industry, the CNOOC move is raising concern inside the cabinet, where some members are wary of letting a Chinese state-owned enterprise buy up domestic assets.

Zhang said Canadian fears over China's intentions are unfounded. "We are not coming to control your resources," he said.

And while this study only looked at headline news events, you've probably had experiences similar to mine: links to news stories and press releases that are no longer active, businesses removing all traces of failed product launches from their websites, online stories that are undated and thus difficult to rely on, news outlets that continue to treat yesterday's news like yesterday's news - and the list goes on.

The short message is that historical knowledge is always valuable, and it becomes even more valuable as it becomes less available. And that's what we are seeing online. Whether by accident or design, more and more content is "aging off" the web, creating opportunities for those companies that hold onto it in an organized fashion.

Yes, there are amazing resources like The Internet Archive that attempt to maintain searchable, historical copies of the entire web, but as you might suspect, this is hard, and there is a limit to the amount of detail it can store. But taking on this task on a vertical market basis is do-able, and potentially quite remunerative.

Many data products are designed to provide the latest and most current data, and that's smart. But as you add new data, don't delete the old data. It's amazing what insights can be gleaned by watching the changes to a business over time, and as the art of data analytics evolves, this capability will only get more compelling. But you can't analyze data you don't have. More than a few data companies I know owe their strength and their profitability to the fact that they maintained historical data. And as you become the sole source for content that has disappeared elsewhere from the web, you create a proprietary aspect to your content, along with an often insurmountable competitive barrier.

So take a little time to think about what information (specific data points or full-text documents) you can preserve, and how valuable this information might become if it wasn't available anywhere else, because that's the trend I see. Previous studies indicate that Pacific fishes refuse to attack the yellow-bellied sea snake (Pelamis platurus). Visual and non-visual cues are thought to be used to identify this snake. Three species of Pacific snappers -Lutjanus aratus, L. argentiventris, and L. guttatus -were tested for reactions to pieces or extracts of P. platurus. Snappers presented with carcass pieces of a variety of stimulus animals regurgitated P. platurus more than others; one experiment was inconclusive. Snappers presented in darkness with pieces of stimulus animals attached to clips removed fewer P. platurus pieces than those of other species. Pieces of P. platurus skin were regurgitated more frequently, and removed from clips less frequently, than were pieces of skinned carcass or control animals. Large pieces (5.0 g) of P. platurus were regurgitated and rejected more often than were small pieces (1.3 g). Snappers regurgitated and rejected fish pieces treated with a chloroform: methanol extract of P. platurus more than pieces treated with solvent alone. This study indicates that snappers detect chemicals from this snake. INTRODUCTION The yellow-bellied sea snake (Pelamis platurus) is found from the west coast of Central America to the east coast of Africa [1]. Although predation pressure in tropical Pacific waters is notoriously intense [2], no species has been observed to eat this highly venomous, pelagic serpent. A couple of presumed predators (rather than scavengers) have regurgitated P. platurus [3, 4], but stomach con- tent analyses of a variety of predatory fishes -457 fishes representing 25 species from Panama [1], 186 dolphins (Stenella spp.) and 79 tuna (Thunnus albacores) from the eastern Pacific [5], approx- imately 1000 sharks (mostly Carcharhinus falcifor- mis) from Baja California to Costa Rica (S. Kato, pers. comm.), and thousands of sharks from around Australia [6, 7] -failed to indicate this snake's remains. Heatwole [6] inspected 19 species of marine snakes in Australian waters for pre- dator-induced injuries and found that P. platurus was the only amply represented species that lacked any sign of attacks by fishes. Wounds in P. Previous studies indicate that Pacific fishes refuse to attack the yellow-bellied sea snake (Pelamis platurus). Visual and non-visual cues are thought to be used to identify this snake. Three species of Pacific snappers -Lutjanus aratus, L. argentiventris, and L. guttatus -were tested for reactions to pieces or extracts of P. platurus. Snappers presented with carcass pieces of a variety of stimulus animals regurgitated P. platurus more than others; one experiment was inconclusive. Snappers presented in darkness with pieces of stimulus animals attached to clips removed fewer P. platurus pieces than those of other species. Pieces of P. platurus skin were regurgitated more frequently, and removed from clips less frequently, than were pieces of skinned carcass or control animals. Large pieces (5.0 g) of P. platurus were regurgitated and rejected more often than were small pieces (1.3 g). Snappers regurgitated and rejected fish pieces treated with a chloroform: methanol extract of P. platurus more than pieces treated with solvent alone. This study indicates that snappers detect chemicals from this snake. INTRODUCTION The yellow-bellied sea snake (Pelamis platurus) is found from the west coast of Central America to the east coast of Africa [1]. Although predation pressure in tropical Pacific waters is notoriously intense [2], no species has been observed to eat this highly venomous, pelagic serpent. A couple of presumed predators (rather than scavengers) have regurgitated P. platurus [3, 4], but stomach con- tent analyses of a variety of predatory fishes -457 fishes representing 25 species from Panama [1], 186 dolphins (Stenella spp.) and 79 tuna (Thunnus albacores) from the eastern Pacific [5], approx- imately 1000 sharks (mostly Carcharhinus falcifor- mis) from Baja California to Costa Rica (S. Kato, pers. comm.), and thousands of sharks from around Australia [6, 7] -failed to indicate this snake's remains. Heatwole [6] inspected 19 species of marine snakes in Australian waters for pre- dator-induced injuries and found that P. platurus was the only amply represented species that lacked any sign of attacks by fishes. Observations of the reactions of birds and predatory fishes to P. platurus indicate that this snake is avoided. Naive herons and egrets in Panama presented with several eels, a terrestrial snake, and P. platurus fled only from the latter [9]. A variety of teleost and elasmobranch fishes refused to attack P. platurus or regurgitated pieces of this snake if they were ingested [10]. The cues by which potential predators recognize sea snakes have not been studied systematically, but several authors suggest that the conspicuous yellow (ventral) and black (dorsal) coloration of P. platurus acts as an aposematic signal [1,6, 10, 11]. Rubinoff and Kropach [10] state that other cues also may be involved since snake pieces were rejected by Pacific fishes even after the snakes' color patterns had been modified with marking pens, when snakes were skinned, and when snake pieces were wrapped in squid flesh. (AP) ? House Republicans investigating a bungled gun-trafficking probe in Arizona see vindication in a long-awaited watchdog report that criticizes one of their favorite targets: Attorney General Eric Holder's Justice Department. But Justice's inspector general absolved Holder himself of blame.

The department's internal watchdog, Michael Horowitz, will be the only witness Thursday before the House Oversight and Government Reform Committee, a day after he faulted the department for misguided strategies, errors in judgment and management failures in an operation that disregarded public safety and allowed hundreds of guns to reach Mexican drug gangs.

"The inspector general's report confirms findings by Congress' investigation of a near total disregard for public safety in Operation Fast and Furious," said Rep. Darrell Issa, R-Calif., the committee's chairman.

However, committee Republicans will have to tread carefully. The IG's report knocks down some of the many accusations Republicans have made about the Obama administration during their year-and-a-half-long investigation of the operation by the Justice Department's Bureau of Alcohol, Tobacco, Firearms and Explosives. In places, the report reads like a rebuttal of House Republicans' past statements.

"We found no evidence" that staff at the department or at ATF informed the attorney general about Operation Fast and Furious before 2011, the report says.

Former Acting Deputy Attorney General Gary Grindler received a briefing on Operation Fast and Furious in 2010.

"We found, however, that the briefing failed to alert Grindler to problems in the investigation," the report says.

"We found no evidence to suggest" that Assistant Attorney General Lanny Breuer, head of the Justice Department's criminal division, was aware that the ATF and the U.S. Attorney's Office in Arizona had adopted a strategy of not interdicting firearms, the report adds.

Still, the inspector general's report was a form of validation for the Republican-led investigation, saying lower-level officials should have briefed Holder about the investigation much earlier.

The inspector general referred 14 people for possible department disciplinary action in Operation Fast and Furious and a separate, earlier probe known as Wide Receiver, undertaken during the George W. Bush administration ? Grindler, Breuer and two other people from the Justice Department, four from ATF headquarters, four at ATF in Phoenix and two from the U.S. Attorney's Office in Phoenix.

A former head of the ATF, Kenneth Melson, and a deputy assistant attorney general in Justice's criminal division in Washington, Jason Weinstein, left the department upon the report's release Wednesday ? the first by retirement, the second by resignation.

Operation Fast and Furious involved "gun-walking," an experimental tactic barred under longstanding department policy. ATF agents in Arizona allowed suspected straw purchasers, in these cases believed to be working for Mexican drug gangs, to leave Phoenix-area gun stores with weapons in order to track them and bring charges against gun-smuggling kingpins who long had eluded prosecution, but they lost track of most of the guns.

Two of the 2,000 weapons thought to have been acquired by illicit buyers in the Fast and Furious investigation were recovered at the scene of a shootout that claimed the life of U.S. border agent Brian Terry. About 1,400 of the total have yet to be recovered.

The experimental operations were a response to widespread criticisms of the agency's anti-smuggling efforts. Because of thin ATF staffing and weak penalties, the traditional strategy of arresting suspected straw buyers as soon as possible had failed to stop the flow of tens of thousands of guns to Mexico ? more than 68,000 in the past five years.

Fast and Furious has produced charges against 20 gun traffickers, 14 of whom have pleaded guilty so far.

Horowitz indicated he will continue his investigation of matters related to Fast and Furious, Issa noted, including a look at possible retaliation against whistle-blowers and an effort to have the Justice Department unseal wiretap applications that were approved by senior officials.

A cover memo reviewed by Weinstein for one of the wiretap applications in Fast and Furious "clearly suggests" ATF agents had allowed a known illicit gun purchaser to continue his illegal activities for a gun-trafficking ring selling weapons to a Mexican drug cartel, the inspector general's report found.

In response to the criticism, Weinstein's lawyer said that before reviewing any Fast and Furious wiretaps, Weinstein had been assured by ATF Deputy Assistant Director William McMahon that guns were being aggressively interdicted.

During the House committee's investigation, President Barack Obama ordered Holder to withhold from the House committee, under executive privilege, some documents describing how the Justice Department responded to the panel. The Republican-controlled House voted to hold Holder in contempt, and Issa's committee has filed a civil lawsuit to make the administration turn over the documents. Horowitz said he was not denied access to any of the documents.
