Americans' confidence falls off in Aug

(AP) ? Americans are feeling worse about the economy than they have in a long time ? a fact that could have wide-reaching implications everywhere from Wal-Mart to the White House.

Despite improving U.S. job and housing markets, consumer confidence fell to the lowest level it's been since November 2011, according to The Conference Board, a private research group. The results are the latest swing in the index, which has been on a rollercoaster ride this year.

The index declined in January, rose in February and then posted four months of declines before registering an increase in July. August's reading indicates that the gains in the job and housing markets aren't big enough to put to rest Americans' economic fears. That not only threatens to put a damper on retail sales for the back-to-school and winter holiday seasons ? the two biggest shopping periods of the year ? but it also could have an impact on how Americans vote in November's presidential election.

Mark Vitner, a Wells Fargo Securities senior economist, says he has looked at October confidence figures during the past elections of sitting presidents since 1972. No president has been re-elected when confidence was below a reading of 90, which indicates a healthy economy. The index hasn't reached that level since December 2007.

The New York-based Conference Board said its Consumer Confidence Index in August fell to 60.6, down from a revised 65.4 in July and the 66 analysts were expecting. The index now stands at the lowest it's been since November 2011 when the reading was at 55.2.

"This report is a little disturbing going into the fall," Vitner said. "Consumers are less optimistic about the future."

Elizabeth Dann, a May 2012 graduate of Georgetown Law School, certainly is. She says her confidence has soured more in the past few months as she continues to struggle to find a permanent job in the law field. Dann, 30, who is eight months pregnant and married to someone who is in finance, says she has been cautious about spending.

"I really saw law school as a way to ride out the recession," said the New Rochelle, N.Y. resident. "I was optimistic."

But the job market hasn't picked up the way she expected, and Dann, who voted for Obama in the 2008 election, is now unsure who she will cast a vote for in November. "We don't have someone on our side," she said.

The August consumer confidence reading shows that despite signs that the economy is recovering, many Americans are like Dann in that they aren't being encouraged by the snail's pace by which it's improving.

Home prices rose 0.5 percent in June from the same month last year, the first year-over-year increase since the summer of 2010, according to The Standard & Poor's/Case-Shiller home price index that was released Tuesday. Additionally, all 20 cities tracked by the index rose in June from May, the second consecutive time in which every city posted month-over-month gains.

The job market also is slowly on the mend. Employers added 163,000 jobs in July, the most since February. Job gains averaged 73,000 jobs a month from April through June. But that's not enough to keep up with a rising population, and the unemployment rate increased to 8.3 percent from 8.2 percent in June.

Most economists say stronger growth is needed to produce enough jobs to lower unemployment ? and make Americans feel better. The economy grew at an annual rate of 1.5 percent from April through June, down from 2 percent in the first quarter and 4.1 percent in the fourth quarter of 2011.

"Consumers were more apprehensive about business and employment prospects," said Lynn Franco, director of Economic Indicators at The Conference Board in a statement.

The Consumer Confidence index, based on a survey conducted Aug. 1 to Aug. 16 with about 500 randomly selected people nationwide, underscored Americans' anxiety about the future. Consumer confidence is widely watched because consumer spending accounts for 70 percent of U.S. economic activity.

In the latest reading, the percentage of consumers expecting business conditions to improve over the next six months declined to 16.5 percent from 19. Those expecting more jobs in the months ahead declined to 15.4 percent from 17.6 percent, while those expecting fewer jobs rose to 23.4 percent from 20.6 percent.

In addition to worries about jobs and business conditions, Americans' outlook also may be influenced by gas prices. They fell sharply from a peak of $3.94 in early April, but have started to surge again in recent weeks. In fact, gas prices at the pump rose 19 cents to $3.71 during the period that captures the survey.

Americans also are worried that the U.S. economy will go off a "fiscal cliff" at the end of the year, said Vitner, the Wells Fargo economist. That's when tax increases and deep spending cuts will take effect, unless Congress reaches a budget agreement by then.

Despite their economic worries, Americans who have jobs appear to be optimistic about one thing: their future earnings potential. According to the index, the proportion of consumers expecting an increase in their incomes improved to 15.7 percent from 14.2 percent.

Jason Wilczak, 29, of Broad Brook, Conn., says he's feeling better this month after he learned of a $10,000-pay raise. Wilczak, who has two children, ages 7 and 5, had been a machinist but retrained as a software developer during the recession. He will now be making $65,000 a year.

"This makes me feel better," he said. "As far as I'm concerned, things are moving in the right direction."

Ever wonder how charitable the people are who live in your state or community? It turns out that lower-income people tend to donate a much bigger share of their discretionary incomes than wealthier people do. And rich people are more generous when they live among those who aren't so rich.
That's according to a new study by the Chronicle of Philanthropy, which breaks charitable giving down by ZIP code. It found that generosity varies greatly from one region of the country to another. Take the 20020 ZIP code area in Southeast Washington, D.C. It includes the Fairlawn and Anacostia neighborhoods, which are among the city's poorest. Many in the area turn to charity for help.
One of those charities is a nonprofit called Bread for the City, where people line up daily for help with housing, health care, legal aid and food. But in this neighborhood, where the need is so great, charitable giving is also relatively high. Using Internal Revenue Service data, the Chronicle of Philanthropy found that the median household contribution is almost 19 percent of discretionary income ? that's money left over after taxes and living expenses. This rate of giving is four times the national average.
Kristin Valentine, Bread for the City's development director, says she's not surprised. Even their clients give when they can, though it's often a few dollars at a time.
"They see every day more need than probably the average person," she says.
The Chronicle found a similar pattern across the nation. Households with incomes of $50,000-$75,000 donate on average 7.6 percent of their discretionary income. That's compared with about 4 percent for those with incomes of $200,000 or more.
Peter Panepento, the Chronicle's assistant managing editor, says religious giving, which makes up the bulk of U.S. donations, is a major factor.
"States like Utah and Alabama and Mississippi all end up very high on our list," he says. "And states where [there's] more of a secular mindset, particularly in New England and all along the coast, tended to show up lower on the list."
Panepento says this also explains some of the differences among income groups, because lower-income donors tend to give a lot of their charitable dollars to churches.
But there's something else going on as well.
Cheryl Curtis and her husband, Dana Foster, are among the few upper-income families that live in the same ZIP code where Bread for the City is located. They're both attorneys, and are among the charity's most generous donors. Last year, they gave $1,000.
"Now that I have more, I want to give to organizations that provide just basic food for people," Curtis says. "I grew up very poor, on welfare and food stamps. And so as a kid, I know what it's like to not have food every day of the month."
It turns out that giving by high-income residents in this area is about 12 percent of discretionary income, a much higher rate than in D.C.'s richest neighborhoods.
The Chronicle found that it's the same across the country. High-income people who live in economically diverse neighborhoods give more on average than high-income people who live in wealthier neighborhoods.
Paul Piff, a social psychologist at the University of California, Berkeley, says that's consistent with what he's found in years of research on income and giving.
"The more wealth you have, the more focused on your own self and your own needs you become, and the less attuned to the needs of other people you also become," he says.
Piff says it's not that rich people aren't generous. They're often just isolated. They don't see a lot of poor people in their daily lives.
"Simply reminding wealthy people of the diversity of needs that are out there is going to go a long way toward restoring the empathy or compassion deficit that we otherwise see," he says.
So what does this mean for charities? Bread for the City's Valentine says the big bucks are still in the wealthiest neighborhoods. The key is to get those who live there to become more attuned to those in need. That means having nonprofit clients tell their stories more often, either online or in person. It also means providing more volunteer opportunities, so people can see the need firsthand.

Recipe: Slow Cooker Beef Roast and Vegetable Stew - Canon ...

Fall is just around the corner, which means it?s the perfect time to open your windows, let some fresh air in and cook a roast or beef vegetable stew for a few hours in a crock pot.

First, take a large beef roast (in my case, I used a nice deer roast my neighbor had given me) and place it in the crock pot. Pour two cups of beef stock onto the roast and add another cup of red wine to the crock pot.

You can experiment with different vegetables, but I used ? yellow onion, 5 red skinned potatoes that were cut into quarters and 3 or 4 skinned carrots that were chopped to be about a 1/3-inch thick. You can add other raw vegetables, too.

Slice the onions so they?re thick, otherwise they?ll melt or cook down too fast. Place the onion and carrot slices into the stew around the roast. You can also put the onion slice on top of the roast so the juices drip into the meat.

Put the slow cooker on high for about two hours and stir occasionally. After two hours, put the quartered potatoes into the mix. Add water or another cup of beef stock if the roast is not saturated.

Cook for another two hours (or until the roast is tender) while stirring occasionally. You should have a wonderful dinner perfect for autumn!

1 to 2 lbs of beef roast

2 cups of beef stock

1 cup of red wine

5 red skinned potatoes (will need to be cut into quarters)

3 or 4 skinned carrots

USADA to strip Lance Armstrong of his 7 Tour de France titles

AUSTIN, Texas (AP) ? With stunning swiftness, the U.S. Anti-Doping Agency said Thursday night it will strip Lance Armstrong of his unprecedented seven Tour de France titles after he dropped his fight against drug charges that threatened his legacy as one of the greatest cyclists of all time.

Travis Tygart, USADA's chief executive, said Armstrong would also be hit with a lifetime ban on Friday. Under the World Anti-Doping Code, he could lose other awards, event titles and cash earnings while the International Olympic Committee might look at the bronze medal he won in the 2000 Games.

Armstrong, who retired last year, effectively dropped his fight by declining to enter USADA's arbitration process ? his last option ? because he said he was weary of fighting accusations that have dogged him for years. He has consistently pointed to the hundreds of drug tests he passed as proof of his innocence while piling up Tour titles from 1999 to 2005.

"There comes a point in every man's life when he has to say, 'Enough is enough.' For me, that time is now," Armstrong said. He called the USADA investigation an "unconstitutional witch hunt."

"I have been dealing with claims that I cheated and had an unfair advantage in winning my seven Tours since 1999," he said. "The toll this has taken on my family and my work for our foundation and on me leads me to where I am today ? finished with this nonsense."

USADA reacted quickly and treated Armstrong's decision as an admission of guilt, hanging the label of drug cheat on an athlete who was a hero to thousands for overcoming life-threatening testicular cancer and for his foundation's support for cancer research.

"It is a sad day for all of us who love sport and athletes," Tygart said. "It's a heartbreaking example of win at all costs overtaking the fair and safe option. There's no success in cheating to win."

Tygart said the agency had the power to strip the Tour titles, though Armstrong disputed that.

"USADA cannot assert control of a professional international sport and attempt to strip my seven Tour de France titles," he said. "I know who won those seven Tours, my teammates know who won those seven Tours, and everyone I competed against knows who won those seven Tours."

Still to be heard from was the sport's governing body, the International Cycling Union, which had backed Armstrong's legal challenge to USADA's authority and in theory could take the case before the international Court of Arbitration for Sport.

Tygart said UCI was "bound to recognize our decision and impose it" as a signer of the World Anti-Doping Code.

"They have no choice but to strip the titles under the code," he said.

USADA maintains that Armstrong has used banned substances as far back as 1996, including the blood-booster EPO and steroids as well as blood transfusions ? all to boost his performance.

The 40-year-old Armstrong walked away from the sport in 2011 without being charged following a two-year federal criminal investigation into many of the same accusations he faces from USADA.

The federal probe was closed in February, but USADA announced in June it had evidence Armstrong used banned substances and methods ? and encouraged their use by teammates. The agency also said it had blood tests from 2009 and 2010 that were "fully consistent" with blood doping.

Included in USADA's evidence were emails written by Armstrong's former U.S. Postal Service teammate Floyd Landis, who was stripped of his 2006 Tour de France title after a positive drug test. Landis' emails to a USA Cycling official detailed allegations of a complex doping program on the team.

USADA also said it had 10 former Armstrong teammates ready to testify against him. Other than suggesting they include Landis and Tyler Hamilton, both of whom have admitted to doping offenses, the agency has refused to say who they are or specifically what they would say.

"There is zero physical evidence to support (the) outlandish and heinous claims," Armstrong said. "The only physical evidence here is the hundreds of (doping) controls I have passed with flying colors."

Armstrong sued USADA in Austin, where he lives, in an attempt to block the case and was supported by the UCI. A judge threw out the case on Monday, siding with USADA despite questioning the agency's pursuit of Armstrong in his retirement.

"USADA's conduct raises serious questions about whether its real interest in charging Armstrong is to combat doping, or if it is acting according to less noble motives," such as politics or publicity, U.S. District Judge Sam Sparks wrote.

Even if UCI and USADA differ on the Tour titles, the ultra-competitive Armstrong has still done something virtually unthinkable for him: He quit before a fight is over.

It was a stunning move for an athlete who built his reputation on not only beating cancer, but forcing himself through grueling offseason workouts no one else could match, then crushing his rivals in the Alps and the Pyrenees.

"Today I turn the page. I will no longer address this issue, regardless of the circumstances," he said. "I will commit myself to the work I began before ever winning a single Tour de France title: serving people and families affected by cancer, especially those in underserved communities."

Armstrong could have pressed his innocence in USADA's arbitration process, which would have included a hearing during which evidence against him would have been presented. But the cyclist has said he believes most people have already made up their minds about whether he's a fraud or a persecuted hero.

Although he had already been crowned a world champion and won individual stages at the Tour de France, Armstrong was still relatively unknown in the U.S. until he won the epic race for the first time in 1999. It was the ultimate comeback tale: When diagnosed with cancer, doctors had given him less than a 50 percent chance of survival before surgery and brutal cycles of chemotherapy saved his life.

Armstrong's riveting victories, his work for cancer awareness and his gossip-page romances with rocker Sheryl Crow, fashion designer Tory Burch and actress Kate Hudson made him a figure who transcended sports.

His dominance of the Tour de France elevated the sport's popularity in America to unprecedented levels. His story and success helped sell millions of the "Livestrong" plastic yellow wrist bracelets, and enabled him to enlist lawmakers and global policymakers to promote cancer awareness and research. His Lance Armstrong Foundation has raised nearly $500 million since its founding in 1997.

Jeffery C. Gervey, chairman of the foundation, issued a statement of support saying:

"Faced with a biased process whose outcome seems predetermined, Lance chose to put his family and his foundation first," Gervey said. "The leadership of the Lance Armstrong Foundation remain incredibly proud of our founder's achievements, both on and off the bike."

Created in 2000, USADA is recognized by Congress as the official anti-doping agency for Olympic sports in the United States. Its investigators joined U.S. agents during the federal investigation of Armstrong. Tygart dismissed Armstrong's lawsuit as an attempt at "concealing the truth," saying the agency is motivated by one goal ? exposing cheaters.

Armstrong had tense public disputes with USADA, the World Anti-Doping Agency, some former teammates and assistants and even Greg LeMond, the first American to win the Tour de France.

"He had a right to contest the charges," WADA President John Fahey said after Armstrong's announcement. "He chose not to. The simple fact is that his refusal to examine the evidence means the charges had substance in them."

Others close to Armstrong were caught up in the investigations, too: Johan Bruyneel, the coach of Armstrong's teams, and three members of the medical staff and a consultant were also charged. Bruyneel is taking his case to arbitration, while two medical team staffers and consulting doctor Michele Ferrari didn't formally contest the charges and were issued lifetime ban by USADA. Armstrong was criticized for his relationship with Ferrari, who was banned by Italian authorities over doping charges in 2002. Former personal and team assistants accused Armstrong of having steroids in an apartment in Spain and disposing of syringes that were used for injections.

In 2004, a Dallas-based promotions company initially refused to pay him a $5 million bonus for winning his sixth Tour de France because it wanted to investigate allegations raised by media in Europe. Testimony in that case included former teammate Frankie Andreu and his wife, Betsy, saying Armstrong told doctors during his 1996 cancer treatments that he had taken a cornucopia of steroids and performance-enhancing drugs.

Two books published in Europe, "L.A. Confidential" and "L.A. Official," also raised doping allegations and, in 2005, French magazine L'Equipe reported that retested urine samples from the 1999 Tour showed EPO use.

Armstrong fought every accusation with denials and, in some cases, lawsuits against media outlets that reported them.

He retired in 2005 and almost immediately considered a comeback before deciding to stay on the sidelines ? in part because he didn't want to keep answering doping questions.

"I'm sick of this," Armstrong said in 2005. "Sitting here today, dealing with all this stuff again, knowing if I were to go back, there's no way I could get a fair shake ? on the roadside, in doping control, or the labs."

Three years later, Armstrong was 36 and itching to ride again. He came back to finish third in the 2009 Tour de France.

Armstrong raced again in 2010 under the cloud of the federal investigation. Early last year, he quit the sport for good, making a brief return as a triathlete until the USADA investigation shut him down.

During his sworn testimony in the dispute over the $5 million bonus, Armstrong said he wouldn't take drugs because he had too much to lose.

"(The) faith of all the cancer survivors around the world. Everything I do off the bike would go away, too," Armstrong said then. "And don't think for a second I don't understand that. It's not about money for me. Everything. It's also about the faith that people have put in me over the years. So all of that would be erased."

Energy loan watchdog an Obama donor

WASHINGTON (AP) ? A veteran Wall Street executive who performed an independent review that exonerated the Obama administration?s program of loans to energy companies contributed $52,500 to re-elect President Barack Obama in the months since completing his work, according to an Associated Press review of campaign records. The executive defended the integrity of his conclusions and said he decided to donate to Obama after his work was finished.

The campaign contributions to Obama started just weeks after Herbert M. Allison Jr., in congressional testimony in March, minimized concerns that the Energy Department was at high risk in more than $23 billion in federal loans awarded to green energy firms. Two weeks later, Allison began giving to the Obama campaign. His contributions to Obama and the Democratic National Committee totaled $52,500 by last month. Allison previously was the former head of the government?s mass purchase of toxic Wall Street assets.

Allison did not make any Obama donations during his four-month review of Energy Department loans, and he has a long history of working with and giving money to both political parties. However, Republican Party officials and congressional critics of the energy loans said Allison?s donations to Obama raise doubts about his objectivity and highlight his decision not to assess multimillion-dollar loans to two companies that later went into bankruptcy ? the troubled Solyndra solar panel company and Beacon Power, an energy storage firm.

Allison?s report, completed in February and touted by the White House, acknowledged that the Energy Department could lose as much as $3 billion in loans, but it concluded that was far less than the $10 billion set aside by Congress for high-risk companies. The review did not assess the two bankrupt firms because those loans were no longer current. Allison told Congress that ?DOE has negotiated protections in the loan agreements that enable it to cut off further funding and to demand more credit protection if projects do not meet targets.? He also urged the Energy Department to toughen its oversight.

Allison defended the integrity of his review in an interview with The Associated Press. He said that he did not make the decision to back a presidential candidate until after he had finished his work and that his selection was approved by Energy Department lawyers before he began his review last October to ?ensure there was no hint of bias or conflict of interest.?

?I was on the record with the White House that this had to be completely independent review and they agreed,? he said Wednesday in a telephone interview from his home in Westport, Conn. ?It didn?t hew to anybody?s political suasion, I think, and it had to be fully factual or it wouldn?t be credible.?

Allison said he made his decision to support Obama after he saw ?his administration in action and decided that I believe broadly in the things he?s trying to accomplish.?

Allison gave $2,500 to the Obama campaign on March 29, two weeks after he testified to the Senate Energy and Commerce Committee about his review. In May, he gave $15,000 to the Obama Victory Fund, a joint fundraising committee that supports both the president?s re-election campaign and the Democratic National Committee. Allison gave the same amount to the fund again in June and then $20,000 more in July.

Allison has donated money to both parties, but his gifts in the past have tended to be much smaller than his current contributions, typically no more than $1,000 or $2,000, according to Federal Election Commission records. Allison explained his larger donations to the Obama campaign by saying ?there?s a hell of a lot more money in politics today than in years past and I decided I could go this route.?

Allison has given to GOP figures such as Sen. Tom Coburn of Oklahoma and Sen. Chuck Grassley of Iowa, and to Democrats such as Rep. Carolyn Maloney of New York and former Nebraska Sen. Bob Kerrey. Allison?s presidential preferences have been mostly Republicans ? Sen. John McCain of Arizona and former Sen. Bob Dole of Kansas. He also gave $2,300 to Obama in 2008, a year before Obama appointed Allison as an assistant treasury secretary.

The White House and the Obama campaign defended Allison, saying his donations did not taint his work as independent reviewer of the loans program. They pointed to his repeated hiring over the past two decades by Republican presidential administrations and GOP campaigns as justification that Allison had the independence to oversee troubled government programs.

?Mr. Allison was selected to do this study because of his relevant expertise and he is a public servant widely respected by Democrats and Republicans alike,? said Eric Schultz, a White House spokesman. Schultz added that Allison?s ?analysis of the DOE loan portfolio was thorough and reliable as evident by additional independent reports affirming his findings.? The Obama campaign said, ?Having completed an independent assignment does not cost him his right to continue participating in the political progress on behalf of many candidates, as he has in the past.?

A former Merrill Lynch executive, Allison worked for several Republican administrations and earned a reputation for tackling troubled federal programs. During McCain?s failed 2000 presidential run, he served as national finance chairman and was rumored to be McCain?s choice to become treasury secretary if he had won.

Allison was named by President George W. Bush to head Fannie Mae after the quasi-government home lending agency was placed in conservatorship in 2008 following the Wall Street collapse. A year later, Obama named Allison as an assistant treasury secretary to oversee the Troubled Asset Relief Program that Bush had created to stabilize Wall Street banks and investment houses reeling with toxic debt.

During his work at the Treasury Department, Allison was among top officials who crossed swords with TARP Inspector General Neil Barofsky, who accused the department of failing to properly track government bailout money given to banks and investment houses. Barofsky declined to comment about his dealings with Allison.

Allison left the Treasury Department in 2010 but returned last year to head up the review of energy loans. The White House agreed to the review in the wake of mounting Republican criticism after Solyndra, a California firm, went belly up. The bankruptcy cost U.S. taxpayers $528 million in lost loans.

Rep. Cliff Stearns, R-Fla., who chairs the House Energy Committee?s oversight subcommittee, said Allison?s donations to the Obama campaign back up GOP warnings this year that the White House review was suspect. Stearns said Allison?s ?financial support for the Obama campaign undermines (his) credibility and shows once again that the president did not want a careful, independent review of his risky green jobs scheme.?

Allison?s role as a large Obama donor ?raises serious questions about an administration that puts campaign cash before taxpayer money,? said Joe Pounder, a spokesman for the Republican National Committee.

Allison declined to say whether he will keep donating to Obama. ?Next time around,? he said, ?I might support a Republican.?

In what his campaign is billing as a major policy speech, Mitt Romney will unveil an energy plan Thursday that would give states the power to determine whether drilling and mining should occur on federal lands within their borders as part of a larger effort to increase domestic oil, coal and natural gas production and achieve energy independence.

Under current law, the federal government controls oil, coal and gas permits for federal lands. But in a speech at an oilfield services company in Hobbs. N.M., Romney will argue that determination should be up to state officials, insisting individual states are in a better position to "develop, adopt and enforce regulations" on local basis than the federal government--which his campaign says has been unduly influenced by Washington politics.

A policy paper released ahead of the candidate's speech by the Romney campaign argues President Barack Obama "has intentionally sought to shut down oil, gas and coal production in pursuit of his own alternative energy agenda."

In his speech, Romney will contend that loosening regulations on the energy industry will benefit taxpayers by lowering gas costs and reducing the cost of consumer goods, which have increased as companies pay higher energy prices. He'll argue that allowing more federal drilling will not only bring money back into the nation's budget but would result in lower energy prices that could create jobs, lower the trade deficit and increase the nation's security.

"Allowing for greater domestic energy production will be of immense benefit when it comes to jobs and affordable energy for working Americans and middle class families," Ed Gillespie, a senior adviser to the Romney campaign, said in a conference call Wednesday previewing the candidate's speech.

The push is part of what Romney will tout as effort to achieve energy independence by 2020, a plan that also includes expanding offshore energy development along the coast of Virginia and North and South Carolina as well as approval of the Keystone energy pipeline linking Canada to the United States.

Romney's speech comes amid criticism that he hasn't been specific enough about what exactly he would do as president. A Romney aide acknowledged some of the ideas Romney will talk about Thursday he's pitched previously on the campaign trail. But aides insisted the speech will offer more details about how Romney's policies would work as part of a larger effort to improve the economy. Romney will also press the idea that government is standing in the way of the U.S. achieving energy independence?an argument the presumptive Republican nominee has made in the past.

"The challenge in getting there is not about the resources we have. It's not about the technology we have. It's about the government we have," Oren Cass, Romney's domestic policy director, said. "The real question is are we going to pursue the political reforms that will allow us to develop the resources to their fullest."

But the Romney campaign presented different calculations than what has been previously suggested about the impact of the candidate's proposed policies, including the impact of drilling on federal lands. A recent Congressional Budget Office report suggested opening nearly all federal lands to drilling would yield just $7 billion in government revenue over the next decade?a vast difference from "trillions of dollars" estimated by the Romney campaign.

Asked about the disparity, Cass said the campaign was including revenues from both onshore and offshore drilling on federal lands and suggested the CBO had produced lower numbers by not including lease payments, royalties and taxes certain to be earned in coming "years and decades."

"If you keep in mind that this is something that America is going to be able to sustainably produce over years and decades, the aggregate total is much higher," Cass said.

Ahead of Romney's speech, the Obama campaign suggested Romney still wouldn't be specific enough about his energy plans. And an Obama surrogate questioned his close ties to the energy industry. On Tuesday, Romney raised roughly $7 million during a fundraising swing through Texas, which included a finance luncheon with energy industry leaders.

"Gov. Romney is expected to lay out lofty energy goals, but how will he actually get us there?" Federico Pena, a former energy secretary under President Bill Clinton, said in a statement issued by the Obama campaign. "Only two days after a fundraiser hosted by the CEO of major oil companies, Romney is expected to defend billions in oil subsidies while opposing efforts to use oil more efficiently and develop homegrown alternative energy.?We will never reach energy independence by turning our backs on homegrown renewable energy and better auto mileage."

But the Romney campaign rejected criticism of Romney's ties to the energy industry and insisted his proposals will benefit all Americans.

"Unleashing those resources? the beneficiaries of that are consumers and families and workers who will get the benefit of more jobs and more affordable energy," Gillespie said.

Romney is set to speak in New Mexico at 12:55pm ET.

Food and Whine: Crockpot Baked Potatoes and Other Fast Meals


With back-to-school around the corner, I thought it would be helpful to devote a post to fast dinner ideas. This summer I enrolled the boys in swimming lessons, so for?two weeks they went every weekday at 6:30pm. It was a great way to tucker them out for bedtime, but it made dinner-time a little tricky. I had to think of quick meals that I could prepare after work and have?everyone fed and ready to go in time for the boys'?lessons. These crockpot baked potatoes were a perfect solution. Earlier in the day, I wrapped up potatoes in tin foil and put them in the crockpot to cook.
By dinner, the potatoes were ready to be enjoyed. I made dinner?a simple?"baked potato bar"?by preparing a?variety of toppings and letting everyone help themselves to what they wanted.
The boys loved that they could top the potatoes themselves with the toppings they liked best. They both liked cheese, broccoli and sour cream on their potatoes. Cole didn't really eat much of the potato, just the toppings, but that's ok. At least he ate something! Bennett struggled a little bit with eating the potato too, but after I cut it up well for him he dug right in.
Here are some other quick dinners that we ate over those two weeks. I'm sure I'll be making many of them again once the kids head back to school and the?crazy fall schedules begin. I sure will miss our lazy summer days .
  • Spaghetti?with pasta sauce and garlic bread
  • Perogies with garlic sausauge, sauteed onions, and sour cream.
  • Black bean quesadillas (just combine a 19 oz can of black beans, lightly mashed, with a handful of shredded cheese and a few spoonfuls of salsa. Spread onto tortillas and fold them. Bake for 10 minutes at 350F).
  • Multigrain fish sticks and oven fries
  • Scrambled eggs and hashbrowns with toast
  • Stovetop tuna casserole
  • Fritatta?(great for using up any leftover baked potatoes!)
  • Soup and grilled cheese sandwiches
  • Tuna melts
  • Basic chili with rice
  • Fettucini Alfredo with?baby clams?(I use this recipe, sub canned baby clams for chicken for a faster meal).
For quick vegetable sides, I use assorted frozen veggies (peas, carrots, corn, etc)?and microwave them, or?raw veggies and dip, or a salad (there's no shame in using pre-packaged salad if you want to be really quick!). I always make sure to have some kind of vegetables at every meal.

Crockpot Baked Potatoes
5 or 6 large Russett potatoes

Scrub potatoes well. Using a fork, poke the potatoes?with holes. Wrap each potato in aluminum foil and place them in a crockpot. Cover and cook on low for about 6 hours, or until potatoes are cooked through.
Serve with your favourite toppings.
